SNAPE PARISH COUNCIL
Minutes of the Snape Parish Council, meeting, held on Friday 30 June 2017, 5.00pm, at Snape Village Hall.
Present:, Tim Beach – Vice Chairman, Cllr Bill Hough, Cllr Helen Stuart, Cllr Russ Rainger, Cllr Marion Walker,
Cllr Mary James, Cllr Graham Woodcock, Cllr Mike Hill & Cllr Melanie Thurston – to Clerk the meeting.
OPEN FORUM. None.
1 APOLOGIES FOR ABSENCE. Chairman – Matt Roberts & the Clerk Maureen Philpot.
2 DECLARATION OF INTERESTS. a) To declare any pecuniary or non-pecuniary interests in items on the agenda and their nature. (Councillors with prejudicial interests must leave the room for the relevant item) None.
3 TO CO-OPT A NEW MEMBER ONTO THE PARISH COUNCIL Applications have been received.
The Councillors discussed the applications and voted for Mr Graham Farrant, proposed Cllr Beach, seconded Cllr Walker.
It was decided to discuss the village website and how it works at the next Parish Council meeting.
4 APPROVAL OF THE END OF YEAR ACCOUNTS April 2016 – March 2017
The Internal Auditors report will be discussed fully at the next Parish Council meeting, but it was noted that no internal audit had been carried out during the financial year by a Parish Councillor.
The Annual Governance document was then completed for approval. Boxes 1 & 5 was answered “No” and the explanation will be;
The new Chairman and Clerk had not been familiar with the routine, but have taken remedial action and undergoing training. Dates will be set up on a check list so that Councillor internal audits and risk assessments will not be overlooked in the future.
Annual governance was then approved and signed by the Vice Chairman and acting Clerk.
The Accounting Statement was then considered for approval. Subject to box 10 having the outstanding capital balance inserted when the PWLB statement has been received, the accounting statement was approved, signed by the Vice Chairman, RFO also to sign, proposed
Cllr Walker, seconded Cllr James.
Cllr Thurston will send the completed Annual Return to BDO Auditors by 24 July and will also contact SALC to seek advice in the first instance, regarding claiming VAT back from HMRC for playing field and village hall payments. The Village Hall Management Committee and the Playing Field Committee are an extension of the Parish Council and needs to be proved that this is so and that the Parish Council owns both. This will be discussed fully at the next PC meeting on 11 July.

Cllr Beach withdrew the item from the agenda for the time being.
